as bill clinton might say, it's just arithmetic. in fact, this situation of a divided government has only two possible outcomes. action based upon good faith compromise, or no action, resulting from political deadlock. in my opinion this latter, no action based upon deadlock, is simply unacceptable, to the people of maine and the people of the united states. we must find a way to act because many of the problems before us, the debt and deficit is probably the best example, have a time fuse. the longer we avoid acting the worse they get. in this case no decision is itself a decision. and it is almost undoubtedly the wrong decision. the challenges before us are too great and the stakes are too high to allow partisan differences to keep us from finding common ground even on the most difficult issues. and i hope that in a small way, in a small way, i may be able to acts as a bridge between the parties, an honest broker, to help nudge us towards solutions. i talked with more than a dozen senators of both parties in the past three days. a

bill clinton did have a full congress that was republican, but, of course, bill clinton was a democrat. and so you had fragmented government. george w. bush had a republican congress for a total of a bit more than four of his eight years, though bush scarcely has the list of legislative accomplishments that could rival lynn congress done johnsons -- lyndon johnson's or, to be fair, richard nixon's. perhaps the 2012 election will generate a unified government, but it would certainly be foolhardy to bet on that. most likely, according to most observers at this time, is the more or less maintenance of the status quo in which barack obama will continue to occupy the oval office while the republicans continue to control -- albeit by reduced numbers -- the house of representatives with the senate at this time, i think, being up for grabs. so we should be open to the possibility that the current election will fit the shakespearian description of sound and fury signifying nothing or very little with regard to domestic policy. and as i say, that is what i am focusing on. or perhaps not nothing.

i assume that many of you in this room were no fans of bill clinton or barack obama in terms of their capacity to be commander in chief, but i think all of us are right. that you wouldn't select out these people to make the decisions of, um, peace and war, life and death. shift to the financial crisis, one of the most interesting books, um, on that, um, was written by a reporter at "the wall street journal" whose name i'm forgetting right now. and one of the points he made was that the decisions -- again, whether you liked them or not -- the decisions were made by the head of the fed, that is ben bernanke, and the secretary of treasury, hank paulson, whom one can stipulate know something about the economy. george w. bush is next to nowhere to be seen in this book, and nobody in the review has suggested that he got it wrong. and, frankly, i'm more reassured by bernanke or other heads of the fed who i might like more than bernanke than, let's say, either bush or obama whom i supported with great pleasure. and i do think that there are so many issues of constitutional design i'll mention

secretary of state clinton herself indicated that her speech at the commonwealth club in san francisco in october of 2010, when asked a question are you going to approve the keystone pipeline, she said i am inclined that to do so based on information that we have. so really the only thing that has changed here is the 60-mile route in nebraska. everything else is the same. this is a 1700-mile pipeline so the only thing that has changed is the route in nebraska. so all of the agencies have looked at it. the state department even issued their final environmental impact statement in august of 2011 and in that environmental impact statement, they indicated that between the option of building the pipeline and not telling the pipeline, the preferred decision was to build the pipeline. one reason for that was that it could not build and this oil comes by canada by rail or by truck, the omissions would be much greater than they are using the pipeline. so, it seems reasonable to adopt the legislation because basically what it says is yes, first we whoa a decision within a certain period of time.
